Graduate of the School of the Americas and ex–Dictator and Guatemalan Genocide Perpetrator Ríos Montt Dies soawatch cheguevara´s museum

With the news of the death of Guatemalan ex-dictator José Efraín Ríos Montt, who died in the early morning of Sunday April 1 in Guatemala City at the age of 91, SOA Watch remembers the hundreds of thousands of people who were disappeared, killed, tortured and displaced during the Ríos Montt regime.  At the same time we express our solidarity and respect for the courageous struggle of the survivors, the family members of the victims and all those people who come out on the streets today to remember that the demands, "Neither Forgetting nor Pardon", are more relevant than ever.

 

We do not forget that Ríos Montt, graduate of the School of the Americas (SOA), who from 1982 to 1983 implemented in Guatemala one of the most violent regimes in the history of Latin America, is responsible for the campaign of genocide against the Ixil indigenous community which resulted in the assassination of 1,771 indigenous people, the forced displacement of more than 23,000 people, and in hundreds of massacres, rapes, tortures, and destruction of communities in the Ixil region.

We do not forget that on May 10, 2013 Ríos Montt was sentenced to 80 years in prison after being found guilty of genocide and crimes against humanity.  We do not forget the courageous testimonies of dozens of survivors who exposed a regime that executed more than 10,000 Guatemalans, that forced thousands of people to seek refuge, and that exterminated 448 indigenous villages.  

According to H.I.J.O.S. Guatemala, "there is a rejection because [Ríos Montt] benefitted from house arrest and we lament that there was a pending debt to pay for the crimes committed in the Dos Erres massacre. There was a pending trial -- those two trials, along with his responsibility for massacres in other departments and the forced disappearance of families during his rule. It is unfortunate that he did not serve time in jail, but he did not die a free man." We do not forget that, even though the 2013 sentence was unconstitutionally set aside, the memory and the dignity of the survivors and the families of the victims brought Ríos Montt to justice in 2018 to face a second trial for genocide.

We do not forget that the structures that permitted Ríos Montt and the Guatemalan army to commit their bloody deeds were promoted and backed by the United States. We do not forget that the demands for justice in Guatemala must be accompanied by processes that demand accountability for the U.S. accomplices who through their economic, political, and military support are also responsible for the crimes against humanity.  The SOA/WHINSEC must be closed and those responsible judged.

H.I.J.O.S. Guatemala also highlights that "it is important to remember that [Ríos Montt] died in his home and was buried by his family; in contrast there are still thousands of people from communities that were exterminated, and their families are still searching for them in clandestine cemeteries in military bases throughout the country. We reaffirm our commitment to continue supporting survivors in their search for justice against high-ranking military for state terrorism". Today, more than ever, we honor the memory of the victims of the internal conflict, the struggle of the survivors, the dignified resistance of the family members, and the life of all those people who dared to dream of a more just world.  Today more than ever, we join our voices with those thousands of voices who today cry out in Guatemala and Latin America:

Ante la noticia de la muerte del exdictador guatemalteco José Efraín Ríos Montt, quien falleció la madrugada del domingo 1 de abril en la Ciudad de Guatemala a la edad de 91 años, SOA Watch trae a la memoria a las cientos de miles de personas desaparecidas, asesinadas, torturadas y desplazadas durante el régimen riosmonttista. Asimismo, expresamos nuestra solidaridad y respeto a la valiente lucha de los sobrevivientes, de las familias de las víctimas y de todas aquellas personas que hoy salen a las calles para recordarnos que las demandas de Ni Olvido, Ni Perdón son más vigentes que nunca.

No olvidamos que Ríos Montt, graduado de la Escuela de las Américas (SOA en inglés) y quien entre 1982 y 1983 implementó en Guatemala uno de los regímenes más violentos en la historia de América Latina, es responsable de la campaña de genocidio en contra de la comunidad indígena Ixil y que resultó en el asesinato de 1771 indígenas, en el desplazamiento forzado de más de 29 mil personas y en cientos de masacres, violaciones, torturas y destrucción de poblados en la región Ixil.  

No olvidamos que el 10 de mayo de 2013 Ríos Montt fue sentenciado a 80 años de prisión tras haber sido hallado culpable de genocidio y de crímenes de lesa humanidad. No olvidamos los valientes testimonios de las decenas de sobrevivientes que pusieron luz sobre un régimen que ejecutó a más de 10 mil guatemaltecos, que forzó a 100 mil personas a buscar refugio, y exterminó a 448 aldeas indígenas.

De acuerdo a H.I.J.O.S. Guatemala, "hay repudio porque [Ríos Montt] fue beneficiado con prisión domiciliaria y lamentamos que haya también quedado pendiente pagar por los crímenes cometidos en la masacre de Dos Erres. Hubo un juicio pendiente; esos dos juicios más la responsabilidad que tiene por masacres en otros departamentos y la desaparición forzada de familiares durante su gobierno. Es lamentable que no haya pagado en la cárcel, pero él no murió libre." No olvidamos que, a pesar que la sentencia de 2013 fue inconstitucionalmente anulada, la memoria y la dignidad de los sobrevivientes y de las familias de las víctimas trajo a juicio a Ríos Montt en 2018 para enfrentar un segundo proceso por genocidio.

No olvidamos que las estructuras que permitieron a Ríos Montt y al ejército guatemalteco actuar sanguinariamente fueron promovidas y respaldadas por los Estados Unidos. No olvidamos que las demandas de justicia en Guatemala deben ir acompañadas por procesos que exijan rendición de cuentas para los cómplices estadounidenses quienes a través de su apoyo económico, político y militar también son responsables de los crímenes de lesa humanidad. La SOA/WHINSEC debe ser clausurada y sus responsables juzgados.

H.I.J.O.S. Guatemala también resalta que "es importante recordar que [Ríos Montt] murió en su hogar y fue enterrado por su familia; en contraste todavía existen miles de personas en comunidades que fueron exterminadas y sus familiares siguen buscándolas en cementerios clandestinos en bases militares en todo el país. Reafirmamos el compromiso de continuar apoyando a los sobrevivientes en su búsqueda de justicia en contra de altos mandos militares por el terrorismo de estado". Hoy, más que nunca, honramos la memoria de las víctimas del conflicto interno, la lucha de los sobrevivientes, la digna resistencia de los familiares, y la vida de todas aquellas personas que se atrevieron a soñar con un mundo más justo. Hoy más que nunca, sumamos nuestra voz a las miles de voces que hoy gritan en Guatemala y en América Latina:

¡Ni olvido, ni perdón!
¡Sí hubo genocidio!
¡Justicia ahora!
