Convocatoria
La Proclama de la región América Latina y el Caribe como Zona de Paz, suscrita por los Jefes de Estado y de Gobierno en la II Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) celebrada en La Habana en enero de 2014, constituye un verdadero hito histórico, por cuanto significa el acuerdo de mayor profundidad y trascendencia política de los concertados en siglos por países latinoamericanos y caribeños.
La emisión de la Proclama ha sido posible por la confluencia histórica de Jefes de Estado y de Gobierno con voluntad política para revertir en sus países el impacto nocivo de siglos de colonialismo, neocolonialismo y neoliberalismo, y para desarrollar en la región una cooperación fraternal y solidaria entre las naciones, sobre la base del respeto a la soberanía e individualidad de sus integrantes y de los Propósitos y Principios establecidos en la Carta de las Naciones Unidas y el Derecho Internacional, lo cual representa una fortaleza indiscutible frente a las políticas y acciones imperialistas contrarias a estos proyectos.
La Proclama enaltece la Paz como "…bien supremo y anhelo legítimo de todos los pueblos y que su preservación es un elemento sustancial de la integración
de América Latina y el Caribe y un principio y valor común de la… CELAC", y de conformidad con estos postulados, una parte sustancial de su texto enfatiza la necesidad de desmilitarizar la región, una de las condiciones esenciales para que exista una verdadera Zona de Paz.
A pesar de la Proclama aprobada, América Latina y El Caribe no está exenta de vulnerabilidades. Para que exista una Zona de Paz perdurable, deben ser erradicados la multiplicidad de problemas que quebrantan la Paz en los países que conforman la región, así como otros que provienen de las políticas y las acciones de los países imperialistas.
El Movimiento Cubano por la Paz y la Soberanía de los Pueblos, se propone con este primer seminario internacional:
- Convocar a los movimientos por la paz la sociedad civil regional e internacional, investigadores y líderes políticos interesados en debatir problemas globales y su incidencia en América Latina y El Caribe, las vulnerabilidades de la región y las particulares de los países que la conforman.
- Fomentar una cultura de paz sostenible en la región, que priorice la elevación del nivel cultural, el acceso a la salud pública y a los deportes y el empoderamiento de la mujer, así como elimine las desigualdades y todo tipo de violencia.
- Eliminar la posibilidad de reinstauración del neoliberalismo, cuyas fatales consecuencias subsisten en la región.
- Promover la solidaridad entre los pueblos y el apoyo a los gobiernos democráticos y revolucionarios que fomentan el bienestar social de sus naciones y la cooperación regional.
- Concientizar a la opinión pública internacional y a los líderes políticos, acerca de los beneficios reales de la eliminación de las armas nucleares y del desarme general y completo a nivel mundial, y los costos sociales, económicos y medio ambientales derivados de su mantenimiento.
- Rechazar la existencia de bases y enclaves militares diseminados en casi todos los países de América Latina y el Caribe, y de las operaciones militares en los mares de la región de la IV Flota de los EEUU, apertrechada con la más moderna tecnología militar y nuclear.
- Evaluar la existencia en la región de conflictos militares internos que son alentados por la extrema derecha nacional con apoyo financiero del imperialismo, que ocasionan miles de muertos, heridos y mutilados en las poblaciones civiles, además de dañar la infraestructura y el medio ambiente, hechos que contravienen la Paz que proclamamos.
La humanidad tiene la trascendental responsabilidad de luchar porque prevalezca la Paz en el mundo, actuar a la altura de las legítimas expectativas de la humanidad y contribuir de manera decisiva a la seguridad internacional, a la supervivencia de la especie humana amenazada por enormes arsenales nucleares, por el cambio climático global y la depredación de los recursos naturales.

Official Announcement The Proclamation of the region of Latin America and the Caribbean as Zone of Peace, subscribed by the Heads of State and Government at the Second Summit of the Community of Latin American and Caribbean States (CELAC, the Spanish acronym), held in Havana in January 2014 is a true historical milestone, since it is the most profound and politically far- reaching agreement achieved in centuries by Latin American and Caribbean countries.
The Proclamation has been possible because of the historical confluence of Heads of State and Government with political will to change in their respective countries the harmful impact of centuries of colonialism, neocolonialism and neoliberalism, and develop a brotherly cooperation in solidarity among the nations in the region, based on respect to the sovereignty and individuality of its members and on the Purposes and Principles established in the Charter of the United Nations and International Law, which is an indisputable strength in the face of the imperial policies and actions opposed to these projects.
The Proclamation extols Peace as "… supreme good and legitimate aspiration of all peoples, its preservation being a substantial element of the integration of Latin America and the Caribbean and a principle and common asset of the … CELAC". In accordance with these postulates, a substantial part of its text emphasizes on the need of demilitarizing the region, one of the essential conditions for the existence of a true Zone of Peace.
In spite of the approved Proclamation, Latin America and the Caribbean are not exempt of vulnerabilities. In order to have a lasting Zone of Peace, it is necessary to eradicate the multiple problems breaking Peace in the countries of the region, as well as others derived from the policies and actions of imperialist countries.
With this first international seminar, the Cuban Movement for Peace and Sovereignty of the Peoples intends to:
- Convoke the peace movements, the regional and international civil society, researchers and political leaders interested in debating global problems and their incidence in Latin America and the Caribbean, the vulnerabilities of the region and distinctive features of the countries that conform it.
- Foster a culture of sustainable peace in the region that will grant priority to the rise of the cultural level, access to public health and sports and empowerment of women, as well as eliminate the inequalities and all kinds of violence.
- Eliminate the possibility of reestablishing neoliberalism, the terrible consequences of which subsist in the region.
- Promote solidarity among the peoples and support to the democratic and revolutionary governments that foster social welfare in their nations and regional cooperation.
- Create awareness among the international public opinion and political leaders on the real benefits of eliminating nuclear weapons and achieving general and total disarmament at world level, and on the social, economic and environmental costs derived from its maintenance.
- Reject the existence of military bases and enclaves disseminated throughout almost all countries of Latin America and the Caribbean, and of the military operations of the U.S. Fleet in the seas of the region, supplied with the most modern military and nuclear technology.
- Evaluate the existence of domestic military conflicts encouraged by the extreme right in the countries with financial support of imperialism, which cause thousands of deaths, wounded and mutilated among the civil population, in addition to harming the infrastructure and environment, events that contradict the Peace we are proclaiming.
Humankind has the far-reaching responsibility of struggling to make Peace prevail in the world, of acting in accordance with the legitimate expectations of the peoples, and of contributing decisively to international security, to the survival of the human species threatened by huge nuclear arsenals, by the global climatic change and by the pillage of natural resources.

SEGUNDO LLAMADO
El Movimiento Cubano por la Paz y la Soberanía de los Pueblos, se propone con este Primer Seminario Internacional debatir sobre las realidades, fortalezas y desafíos de la Declaración de la Proclama de América Latina y El Caribe como Zona de Paz, suscrita en la II Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC), celebrada en 2014 en La Habana, Cuba.
El Seminario está dirigido a pacifistas, a la sociedad civil regional e internacional, a profesores, investigadores, líderes políticos y a personas interesadas en exponer sus conocimientos, criterios y experiencias sobre las siguientes temáticas vinculadas a la Paz como tema central del Seminario:
1- Normas del Derecho Internacional. Principios y propósitos de la Carta de las Naciones Unidas. Programa de acción sobre una Cultura de Paz de la ONU.
2- Políticas neoliberales. Desigualdades. Nuevas tácticas imperialistas.
3- Nuclearización mundial. Bases militares. Militarización y narcotráfico.
4- Problemáticas multifactoriales y retos a la integración regional del Caribe. Enclaves coloniales en la región.
5- Cambio climático. Daños al ecosistema. Explotación indiscriminada de recursos.
6- Poder de los medios de comunicación. La Guerra de IV Generación.
7- Conflictos regionales. Migraciones.
8- Valores intrínsecos a la Paz: solidaridad, amistad y cooperación.
9- Los movimientos sociales y las fuerzas progresistas, aliadas de la Paz.
10- Mecanismos de articulación política y cooperación regional, promotores de la Paz.
El Seminario sesionará en plenario en un salón del Palacio de Convenciones.
Las ponencias serán agrupadas en paneles por líneas temáticas.
Los idiomas oficiales serán español e inglés.
Modalidades de participación:
Se podrá participar en calidad de ponente u observador. La cuota de inscripción será de 120.00 CUP para los nacionales, y 80.00 CUC para los extranjeros. El pago se realizará en efectivo al Comité Organizador en el Palacio de Convenciones en el momento de la acreditación.

SECOND OFFICIAL ANNOUNCEMENT
With this First International Seminar, the Cuban Movement for Peace and Sovereignty of the Peoples intends to debate on the realities, strengths and challenges of the Proclamation of Latin America and the Caribbean as Peace Zone, subscribed at the Second Summit of the Community of Latin American and Caribbean States (CELAC by its Spanish acronym) held in Havana, Cuba, in 2014.
The Seminar is aimed at peace fighters, at the regional and international civil society, at professors, researchers, political leaders and individuals interested in transmitting their knowledge, points of view and experiences on the following themes regarding Peace as central issue:
11- Norms of International Law. Principles and Purposes of the Charter of the United Nations. United Nations Action Program about a Culture of Peace.
12- Neo-Liberal Policies. Inequalities. New Imperialist Tactics.
13- World Nuclearization. Military Bases. Militarization and Drug Traffic.
14- Multifaceted Problems and Challenges to Caribbean Regional Integration. Colonial Enclaves in the Region.
15- Climatic Change. Damages to the Eco-System. Indiscriminate Exploitation of Resources.
16- Mass Media Power. The Fourth Generation War.
17- Regional Conflicts. Migrations.
18- Peace Intrinsic Values: Solidarity, Friendship and Cooperation.
19- Social Movements and Peace-Allied Progressive Forces.
20- Peace-promoting mechanisms of political articulation and regional cooperation.
The Seminar will celebrate plenary sessions at Palacio de Convenciones.
The papers will be discussed in panels, according to themes.
The official languages will be Spanish and English.
Participation Forms:
It will be possible to participate in the speaker or observer categories. The registration fee will be 120.00 CUP for nationals and 80.00 CUC for foreigners. Payment will be made in cash to the Organizing Committee at Palacio de Convenciones at the time of registration.
