COMUNICADO

La República Bolivariana de Venezuela rechaza, condena y protesta enérgicamente las acciones arbitrarias y extraterritoriales cometidas por la Oficina de Control de Activos Extranjeros (OFAC) del Departamento del Tesoro de los Estados Unidos de Norteamérica (EEUU) contra el Vicepresidente Ejecutivo de la República Bolivariana de Venezuela Tareck El Aissami.

Estas acciones, que pretenden validar la existencia vulgar e inadmisible de un derecho imperial, dotando de poderes policiales especiales a entidades del gobierno estadounidense, carecen de la más mínima legalidad internacional y vulneran flagrantemente el Derecho Internacional Público, la institucionalidad internacional y los principios fundamentales que rigen la comunidad de naciones, tales como el respeto a la igualdad soberana y el principio de inmunidad de los Estados, constituyendo una grave afectación y agresión contra nuestra Patria.

Constituyen además una infamia contra una altísima autoridad del Estado y constituye sin duda alguna un falso positivo contra un venezolano decente y digno, cuyas acusaciones en su contra no encuentran sustento alguno en la realidad, conforman una mentira grotesca a las que acostumbra recurrir el Imperio norteamericano para agredir, y forman parte de un entramado internacional para atentar contra una alta investidura y enervar el ejercicio de sus funciones.

La agencia estadounidense, que pretende regir más allá de su ámbito territorial, actúa impunemente de la mano con la DEA, conocida ampliamente por su descarada contribución a la producción y tráfico de drogas con los carteles más connotados del narcotráfico colombiano y del mundo. Desde la culminación de las relaciones con la DEA en el año 2005, Venezuela ha logrado incautar un promedio anual de 55,7 toneladas de droga, incrementando su eficiencia en un 60 por ciento, razón por la cual la Organización de las Naciones Unidas (ONU) nos ha reconocido por ser uno de los seis países de mayor confiscación de estupefacientes en el mundo, y libre de cultivos ilícitos en el territorio nacional. Venezuela es uno de los pocos países del continente que promulgó una ley para la intercepción, inutilización, inmovilización y disuasión de aeronaves que sirven al tráfico internacional de drogas, afectando a más de cien aeronaves.

El Vicepresidente Ejecutivo de la República Bolivariana de Venezuela es un prominente experto criminólogo, reconocido por su destacada gestión al frente de la seguridad ciudadana durante la presidencia del Comandante Hugo Chávez, por su firme combate contra el narcotráfico y el paramilitarismo colombiano, que llevó a la justicia a más de 102 capos de la droga y entregó a 21 narcotraficantes solicitados en extradición por los EE.UU.

Este ilícito internacional, cometido por agencias estadounidenses ejecutivas, es un hecho sin precedente en nuestras relaciones bilaterales. El Encargado de Negocios de la Embajada de EEUU en Venezuela, que ha dedicado su gestión a subvertir el orden legal y constitucional de nuestro país, intenta oxigenar a la débil y extinta oposición venezolana extremista para consumar un golpe político contra la institucionalidad democrática de Venezuela.

Con esta agresión gravísima se pretende vulnerar la esfera soberana del Estado venezolano, y se violenta el derecho al honor, a la reputación, a la dignidad y a los derechos humanos del Vicepresidente Tareck El Aissami.

Es lamentable y altamente peligroso que la burocracia estadounidense, en conjunción criminal con factores violentos y extremos de la oposición venezolana, encaminen las relaciones de la nueva administración a perpetuar los errores históricos cometidos por el ex presidente Barack Hussein Obama contra Venezuela.

Somos un pueblo de paz, amantes de los principios de autodeterminación y respeto a la soberanía, así como apegados al orden y Derecho Internacional. Con la misma determinación decimos que no hemos tolerado, ni toleraremos, agresión alguna contra nuestro suelo, contra nuestro derecho a ser libres ni contra ningún hermano nacido en esta tierra de hombres y mujeres dignos y herederos de la Gloria de Simón Bolívar y Hugo Chávez.

COMMUNIQUÉ

The Bolivarian Republic of Venezuela strongly condemns and rejects the arbitrary and extraterritorial actions by the Office of Foreign Assets Control (OFAC), of the Department of the Treasury of the United States of America (USA) against the Executive Vice-President of the Bolivarian Republic of Venezuela, Tareck El Aissami.

These actions, which seek to validate the vulgar and inadmissible existence of an imperial right, vesting with special police powers US government agencies, lack the minimum international legality and flagrantly violate Public International Law, international institutions and the fundamental principles that govern the community of nations, such as respect for sovereign equality and the principle of immunity of States, posing a serious affectation and attack against our country.

These actions also represent a slander against a very high authority of the State and undoubtedly constitutes a false positive against a decent and honorable Venezuelan, such accusations against him have no grounds in reality, make up a grotesque lie which the imperial country usually uses to attack, and are part of an international framework to undermine a high investiture and to hinder the exercise of his duties.

This US agency, which aims to govern beyond its territorial scope, acts with impunity hand-in-hand with the DEA, which is widely known for its blatant contribution to drug production and trafficking with the most notorious cartels of Colombian and world drug trafficking. Since the breakdown of relations with the DEA in 2005, Venezuela has managed to seize an annual average of 55.7 tons of drugs, thus increasing its efficiency by 60 percent, which is why the United Nations (UN) has recognized us as one of the six countries of greatest seizure of narcotic drugs in the world, and free of illicit crops in the national territory.

Venezuela is one of the few countries on the continent to enact a law for the interception, disablement, immobilization and deterrence of aircraft serving international drug trafficking, affecting more than 100 aircrafts.

The Executive Vice President of the Bolivarian Republic of Venezuela is a prominent criminologist, renowned for his outstanding leadership on the citizen security agency during the presidency of Commander Hugo Chavez, for his strong fight against drug trafficking and the Colombian paramilitarism, which brought into Justice more than 102 drug lords and handed over 21 drug traffickers sought for extradition by the US.

These international illicit actions, committed by the US executive agencies, are of unprecedented nature in our bilateral relations. The Chargé d'Affaires of the US Embassy to Venezuela, who has devoted his administration to subvert the legal and constitutional order of our country, tries to revitalize the weak and extinct extremist Venezuelan opposition to carry out a political coup against the democratic institutions of Venezuela.

Through this very serious aggression, they intend to violate the sovereign sphere of the Venezuelan State, and violate the right to honor, reputation, dignity and human rights of the Vice-President Tareck El Aissami.

It is regrettable and highly dangerous that the US bureaucracy along with violent and extreme factors of the Venezuelan opposition conduct the relations of the new administration to perpetuate the historical mistakes made by former President Barack Hussein Obama against Venezuela.

We are people who love peace, respectful of the principles of self-determination and sovereignty, and also abide by international law and order. With this same determination we reaffirm that we have not or will not tolerate any aggression against our land, against our right to be free or against any brother born in this land of worthy men and women and heirs of the glory of Simon Bolivar and Hugo Chavez.

في بيان صادر عن وزارة السلطة الشعبية للعلاقات الخارجية، تستنكر وتدين وترفض جمهورية فنزولا البوليفارية بشدة الإجراءات التعسفية التي اتخذها مكتب مراقبة الأصول الأجنبية التابعة لوزارة الخزينة الأمريكية خارج إطار صلاحياتها ضد نائب الرئيس التنفيذي لجمهورية فنزويلا البوليفارية السيد طارق العيسمي لافتقادها أدنى مقومات الشرعية الدولية.

تستنكر وتدين وترفض جمهورية فنزولا البوليفارية بشدة الإجراءات التعسفية التي اتخذها مكتب مراقبة الأصول الأجنبية التابعة لوزارة الخزينة الأمريكية خارج إطار صلاحياتها ضد نائب الرئيس التنفيذي لجمهورية فنزويلا البوليفارية السيد طارق العيسمي.

هذه الإجراءات التي تروم الترسيخ المبتذل والمرفوض لحق إمبريالي والتي تمنح وكالات الحكومة الأمريكية سلطات خاصة بالشرطة إنما هي تفتقر لأدنى مقومات الشرعية الدولية وتنتهك بشكل صارخ القانون الدولي العام والمؤسسات الدولية والمبادئ الأساسية التي تحكم المجتمع الدولي كالمساواة في السيادة وحصانة الدول مما يشمل اعتداءً صارخا على بلدنا.

تمثل هذه الإجراءات أيضاً تشهيرا بسلطة عليا من سلطات الدولة وهي بلا شك افتراء ضد مواطن فنزويلي محترم وشريف. وتخلو هذه الاتهامات الموجهة إليه من أسس تسندها مما يجعل منها كذبة شنيعة عادة ما تلجأ إلى مثلها الإمبراطورية الأمريكية لشن هجوم وهي جزء من نسق دولي يهدف إلى ضرب سلطة عليا وإعاقتها في ممارسة سلطاتها.

وتسعى هذه الوكالة الأمريكية إلى ممارسة سلطاتها خارج نطاقها الجغرافي بكل حصانة يدا بيد مع إدارة مكافحة المخدرات المعروفة بمشاركتها الفاضحة في إنتاج المخدرات والمتاجرة فيها مع العصابات الكولومبية سيئة السمعة والعصابات الدولية. ومنذ انهيار العلاقات مع إدارة مكافحة المخدرات سنة 2005، قامت فنزويلا بمصادرة ما يقارب 55،7 طن سنويا من المخدرات، أي أنها زادت فعاليتها بنسبة 60%، هذا ما جعل منظمة الأمم المتحدة تعترف بنا كدولة من ست دول سجلت أعلى معدلات مصادرة المخدرات في العالم وكدولة تخلو من المحاصيل غير القانونية على امتداد ترابها الوطني. فنزويلا من واحدة من البلدان القليلة في القارة التي سنت قانونا لاعتراض وتحييد وتجميد وردع الطائرات التي تخدم التجارة الدولية للمخدرات وهو الأمر الذي أدى إلى إيقاف ما يزيد عن 100 طائرة تعمل في هذا النشاط.

نائب الرئيس التنفيذي لجمهورية فنزويلا البولفارية باحث بارز في علم الجريمة ومعروف بقيادته المتميزة لوكالة الأمن الداخلي خلال رئاسة القائد هوغو تشافيز وبكفاحه القوي ضد تجارة المخدرات وضد القوات شبه العسكرية الكولومبية والتي أدى لتقديم أكثر من 102 رئيس عصابة مخدرات للعدالة كما سلم 21 تاجر مخدرات مطلوبين من قبل الولايات المتحدة الأمريكية تحت قانون تسليم المجرمين.

هذه الإجراءات الدولية غير القانونية التي اتخذتها الوكالات التنفيذية الأمريكية لا سابق لها في تاريخ علاقتنا الثنائية. ويحاول القائم بالأعمال في السفارة الأمريكية في فنزويلا الذي سخر إدارته لقلب النظام القانوني والدستوري لبلادنا إحياء المعارضة الفنزويلية المتطرفة الضعيفة والبائدة لتقود انقلاباً سياسياً على المؤسسات الديموقراطية في فنزويلا.

وبهذا الاعتداء الخطير، فإنهم يسعون لانتهاك الدائرة السيادية للدولة الفنزويلية وانتهاك حق نائب الرئيس طارق العيسمي في الشرف والسمعة والكرامة وحقوق الإنسان.

وإنه لأمر مؤسف وخطير أن الإدارة الأمريكية جنبا إلى جنب مع العناصر العنيفة والمتطرفة في المعارضة الفنزويلية تقودان علاقات الإدارة الجديدة بشكل يكرس الأخطاء التاريخية التي ارتكبها الرئيس السابق باراك حسين أوباما ضد فنزويلا.

نحن شعب يحب السلام ويحترم مبادئ تقرير المصير واحترام السيادة كما يلتزم بالقانون والنظام الدوليين. وعلى نفس النهج، فإننا لم ولن نسمح أبدا بأي اعتداء على أراضينا وعلى حقنا في الحرية أو على أي أخ ولد في أرض الرجال والنساء الشرفاء ورثة مجد المحرر سيمون بوليفار والقائد هوجو تشافيز.

Caracas, 14 de febrero de 2017 (MPPRE).- Este martes, el primer mandatario nacional, Nicolás Maduro, rechazó contundentemente las acusaciones y sanciones que el gobierno estadounidense realizó a través del Departamento del Tesoro, en contra del vicepresidente Ejecutivo de la República, Tareck El Aissami.

En este sentido, el Presidente calificó la acción de ilegal, inaudita e infame, al agregar que esta es una agresión que la nación caribeña responderá, paso a paso, con equilibrio y contundencia, "he ordenado a la canciller de Venezuela, Delcy Rodríguez, a que cite al Encargado de Negocios de Estados Unidos (EEUU) en nuestro país, para que le entregue una nota de protesta y se retracte de las graves acusaciones que los funcionaros de EEUU hicieron hoy en sus cuentas de redes sociales contra nuestro Vicepresidente y pida excusas públicas".

A su vez, describió a El Aissami como un destacado líder, al tiempo que destacó que el funcionario ha sido el mejor Ministro de Interior y Justicia, cargó que ejerció por varios años durante la presidencia del Comandante Hugo Chávez.

Resaltó que dentro de las acciones que llevó a cabo el Vicepresidente en ese momento se encuentra la captura de 102 capos del narcotráfico, de los cuales 21 fueron extraditados a la nación norteamericana, "consta en nuestros documentos las felicitaciones oficiales por parte del gobierno de EEUU".

"Es como una venganza del narcotráfico, sumada a las conspiraciones de la ultraderecha que fueron a Washington a pedir esta medida", sentenció Maduro.

Se preguntó también si la opinión pública va a aceptar que "una oficina de los EEUU califique a los funcionarios y a cualquier ciudadano del mundo de esta manera infame".

Hizo propicia la oportunidad para agradecer a los intelectuales nacionales y extranjeros, quienes se manifestaron a través de las redes sociales para circular una campaña en defensa del Vicepresidente, a quien consideró como un "hombre de honor".

"Llamó a Venezuela a unirse en defensa del honor y la moral de este joven político venezolano (...) Defender a Tareck El Aissami hoy, es defender los valores de la propia venezolanidad, es defender el derecho a ser y a existir", expuso Maduro, al tiempo que acotó ser el objetivo principal de este ataque, sobre lo cual observó, "no podrán conmigo, ni podrán con esta Patria, Venezuela seguirá de pie y marchando por el camino de la Revolución".

"Contra la Revolución Bolivariana han fracasado ocho años del presidente George W. Bush y ocho años del presidente Barack Obama", comentó el Jefe de Estado, y que agregó, "sé que toda la Mesa de la Unidad Democrática (MUD) y la derecha está en Washington conspirando para que el nuevo gobierno de EEUU emprenda una agresión en alta escalada contra Venezuela".

"No podemos esperar nada bueno de la derecha para nuestro país", afirmó.

Venezuela víctima de los narcotraficantes colombianos

Sobre la situación que se vive en la frontera con la hermana República de Colombia, el Ejecutivo Nacional indicó que el pueblo venezolano es víctima del mercado del narcotráfico en el vecino país, nación en la que se produce la mayor cantidad de cocaína en el mundo.

Comentó también sobre este tema que "Venezuela es territorio libre de cultivo de producción de droga".

Por otra parte, aseguró estar preocupado por la crisis humanitaria en la frontera colombo-venezolana, al informar que "5 millones 600 mil compatriotas de Colombia se han venido a Venezuela en los últimos 12 o 14 años", de los cuales el año pasado se recibieron 100 mil nuevos migrantes hermanos que ahora viven y trabajan en la Patria de Bolívar.

Sobre este tema, certificó que los ciudadanos "han venido a Venezuela huyéndole a grupos paramilitares. Los hemos recibido con mucho amor".

En cuanto al proceso de paz que se vive actualmente en Colombia manifestó que sin la nación caribeña y el Comandante Chávez no existiría el acuerdo de paz. En este sentido, garantizó, "si algún día Venezuela fuera desestabilizada, se desequilibraría toda Suramérica y todo el Caribe. Esta es una gran verdad".
