The Blockade against Cuba persists and is rejected by the
international community.
New York, 14 September 2017. During the years 2015 and 2016, the government of the then President of the United States, Barack Obama, put in place some measures seeking to modify the application of certain elements of the blockade against Cuba, which occurred in the framework of the reestablishment of the diplomatic relations between both countries.
However, significant obstacles to its implementation have persisted and key aspects of the blockade have been maintained, as well as the laws on which this policy is based.
US citizens are still prohibited from travelling freely to Cuba. The sale to Cuba of US products and services other than those exclusively stipulated for the use of the non-state sector of the economy is prohibited.
Authorization to import Cuban goods and services to the United States is also limited to those produced by the non-state sector, except for pharmaceutical and biotechnological products, and excludes Cuban goods and services of recognized prestige such as cigar, rum, nickel and medical and educational services.
Although in the financial area the use of the dollar in Cuba’s international transactions was authorized, in practice it has not been possible to carry out significant transactions in that currency due to the persistent fear of financial institutions and US suppliers themselves to engage with Cuba because of the risk posed by a country under a sanctions regime.
Another important limitation is the prohibition for Cuban financial institutions to open correspondent accounts in US banks. This restriction prevents the establishment of direct banking relations between both countries and renders the few existing commercial transactions more costly.
The blockade of the United States against Cuba must cease immediately and unconditionally. That is what the international community demands, in accordance with the Charter of the United Nations and International Law.

El bloqueo contra Cuba persiste y es rechazado por la
comunidad internacional.
Nueva York, 14 de septiembre de 2017. Durante 2015 y 2016, el gobierno del entonces Presidente de los Estados Unidos, Barack Obama, puso en vigor algunas medidas dirigidas a modificar la aplicación de determinados elementos del bloqueo a Cuba, las cuales tuvieron como escenario el restablecimiento de las relaciones diplomáticas entre ambos países.
Sin embargo, han persistido importantes obstáculos para su implementación y se han mantenido en vigor aspectos claves del bloqueo, así como las leyes sobre las cuales se erige esta política.
Todavía hoy persiste la prohibición a los ciudadanos estadounidenses de viajar libremente a Cuba. Se prohíbe la venta a Cuba de productos y servicios estadounidenses que no sean los estipulados exclusivamente para el uso del sector no estatal de la economía.
La autorización para importar bienes y servicios cubanos a Estados Unidos se limita igualmente a los producidos por el sector no estatal, con excepción de productos farmacéuticos y de la biotecnología y excluye bienes y servicios cubanos de reconocido prestigio como el tabaco, el ron, el níquel y los servicios médicos y educacionales.
Si bien en la esfera financiera se autorizó el uso del dólar en las transacciones internacionales de Cuba, en la práctica no se han podido realizar operaciones de importancia en esa moneda, pues persiste el temor de las instituciones financieras y de los propios proveedores estadounidenses de relacionarse con Cuba, debido al riesgo que representa un país sometido a un régimen de sanciones.
Otra importante limitación es la prohibición a instituciones financieras cubanas de abrir cuentas corresponsales en bancos de los Estados Unidos, restricción que impide el establecimiento de relaciones bancarias directas entre ambos países y encarece las pocas operaciones comerciales existentes.
El bloqueo de los Estados Unidos contra Cuba debe cesar de inmediato y de manera incondicional. Eso es lo que exige la comunidad internacional, en apego a la Carta de la ONU y el Derecho Internacional.
